Dont show any interest in him or his friends who do the stalking and harassing. Let him know that worst and cheapest thing on earth is to indirectly harass a girl by stalking, hacking or tapping her phone call through internet (because he is curious whether the girl has boyfriend or not).
Ignore his friends who do help him to harras you.
Do not speak to her. Avoid her. Ask your friends, family, etc to do the same. If she is harassing you, stalking, etc you should be able to get a restraining order on her.

They should immediately contact the police and report the actions. If a pattern shows, then a restraining order can be obtained.
If he is stalkng you then he doesn't sound like a gentlemen, but if he is stalking you then he must like you. Then again, he could be taunting you or your friends. And he could like one of your friends. To find out if he is stalking just you, walk without your friends in public area and walk pass him. If he follows then he deffinately likes you.
Ask her directly about the stalking issue. If she is a friend, then she will tell you truly how she feels. People with similar interests and friends will typically be in the same places at the same time--it is not stalking, it just is.
If she has a Facebook, it's private and for family/friends only. Harassing celebrities on social networks will get you permanently banned from them.
This sounds like much more than simple infatuation. Keep track of all the incidents, the time and place and a description of the harassment and/or stalking. Inform family and friends of the situation. If you have demanded that this person leave you alone yet they have not, it may be smart to file a police report. If you can prove this person is harassing you it is possible to get a restraining order from a judge. If at all possible, try to have another person with you when you go out. There is safety in numbers, and you will have a witness to this person's inappropriate behavior.
