No, they will however fix or replace it if you're under warrenty. Depending on your carrier however, you may get a discount to upgrade to the iPhone 5 if it can't be fixed. I know AT&T will give a discount if it's broken, not sure about if you're just having problems. I also don't know what other carriers will do.
