Yes. These plates increase the attacks of the respective Pokemon by 10% (only attacks of the type of plate that is attached will be increased. e.g. A Dread plate will not boost Dragon attacks etc).

the plates can be given to Pokemon to boost certain moves, but there is an alternative purpose. there is an uncomfirmed Pokemon(although it kind of is since you can catch it thanks to action replay) known as Arceus, it's supposedly the creator of all Pokemon and you would use the action replay card to get an azule flute that guides you to Arceus' lair were you fight and possibly catch it. anyway, when you catch Arceus it has a statistic of normal, if you give arceus any of the plates, it will change the stat of arceus to whatever the plate is, if it's a spooky plate it becomes ghost, the colour of arceus changes along with the stats of it too
Plates in Diamond and pearl are used to give to Arceus after you caught it. For example, if you give Arceus a splash plate, it will be a water type. If you give it a spooky plate, it will be a ghost type. Also, if you have a plate that is the same type as a Pokemon, it will boost its attacks. Arceus does not require an item in order to actually learn Grass-type moves, however it can be given the Meadow Plate in order to boost the power of these moves by turning it into a Grass-type Pokemon.

It's all very situational, but 1x1, either Arceus deoxys probably takes the cake for the most powerful pokemon.

No. A pokemon only has the xp boost when training with a trainer who didn't catch them. ie. On platinum, if you caught the pokemon it does not get xp boost. When you trade it over to silver, the silver trainer did not catch it so it gets xp boost. but when traded back to platinum, it is back with the trainer who caught it and therefore does not get xp boost.
