Yes, bacteria does cause Toxic Shock Syndrome by producing toxins that can overwhelm the immune system. Specifically the bacteria responsible for TSS are staphylococcus aureus and streptococcus pyogenes.
Only some bacteria is harmful. The ones that are are the ones that give us diseases.

Pathogens cause disease either by 1) preventing host tissues from functioning properly. i.e stop oraganelles in the cells from working or by reproducing and bursting cells. 2) Producing toxins which destroy host tissues.
