You probably did not bake it long enough, or baked it at too low a temperature, or both. Also, if you used a glass baking dish, it could have made it brown faster, causing you to believe it was done, when it actually wasn't.

because when you cook it in a pan,it crusts around the edge first,causing the batter to drive to the middle.

It needed to be baked longer. Always test baked goods with a toothpick or skewer in several places to verify that there is no raw dough.
