No. They cannot. It is illegal and also unethical to do so. Every bank is supposed to protect and safeguard the information of its clients and they cannot share that information with the public.

At the same time, law enforcement authorities (cops) have the right to know details of suspected criminals and other individuals and in such situations it is the responsibility of the bank employees to cooperate with them. Such an action would not be illegal.
