If there is a hole a bed bug can get through the plastic. If the plastic is sealed completely they can not get in. Bedbugs are masters of hiding in objects if a house is infested they can even be in the electronics.

They like to live in cracks/crevces near the host. Generally they are on mattresses at seams, under labels/tags & up inside the box springs. From there they will spread to nightstands of other furnishings near the bed or behind headboard if attached to the wall.
