Beta rays penetrate everything to some degree, so yes they infiltrate diamonds. The actual stopping distance of beta particles in diamond is 12.13cm, vs 18.32cm in graphite, vs .56cm in lead. This can actually be seen as a color changing effect on a diamond's surface.
