If you have ever lived closely with an animal, a cat or dog, for instance, and observed them for a time you know that yes, they do think and make decisions, it becomes easy to see. Of course, Animals also blindly react, just as people sometimes do.
As for birds and bugs, why assume just because someone is small they can't think? There is plenty of growing evidence that animals think, communicate, feel the range of emotions, have a sense of fairness, and even are self aware.
