From my past experience i believe that the only safest way to slow down facial hair growth is through waxing and threading. After threading your face or waxing for a couple of months you will begin to notice the regrowth process slowing down and your hair becoming thinner. However, you must not touch your face that often because that causes the regrowth of you facial hair to quicken up.
well your best bet to slow the growth is to wax... however.. for your legs i keep my shavers in olive oil.. which makes your shavers last longer and makes your legs feel smooth and soft.. it does slow hair growth a little.. but waxing is a better way.
