You are legitimately entitled to use violence in self defense. If you are physically attacked, you should fight back. If the bullying is not in the form of violence (for example, if it consists of insulting comments) then you are not entitled to respond with violence. If someone has insulted you, you are free to insult them in return. You can, of course, also bring the bullying to the attention of others (parents, teachers, police if necessary) who may be able to help.
Violence is too much when it comes out of its region and progresses into intermediate bullying. This can eventually become a serious case of suicide or murder.
