The charger might have something wrong with it. Or the battery is shot. Go to the shop where you got your phone and show them your charger and battery see what they say.

First thing I would do is try and find another charger for that phone and see if it solves the problem, if it doesnt then you a have something wrong with your battery or have something wrong with your charging ports, either one can be looked at and determined at a service center; most carriers have service centers near by.

Why does a cell phone charger drain a battery?
As long as the charger is connected to its power source it will take a small amount of power from that source (even if the phone is not connected to it), regardless of whether it is an AC "wall wart" charger or a cigarette lighter charger (although normally turning the car ignition off turns the cigarette lighter outlet off, so if it drains the car battery the car ignition switch may have a problem). If the phone is connected to the charger it may continue to take extra power even with the phone fully charged (I have a Tracfone that will drain my battery powerpack completely (if not connected to a charger its internal battery drains completely in less than 2 days even if I'm not using it at all -- this phone has something wrong in it). The real issue is now fast the charger is draining the battery. BTW, I am assuming above that you mean an external battery that the charger is connected to, not the internal battery of the cell phone itself (if this is the case I would say the phone is seriously defective as this would normally not be possible).

Your battery is probably fully charged and the brief flash of the icon is just the charger "topping it off". There is nothing to fix, as nothing is wrong about this charging behaviour.

There are different things it may mean. My macbook said that it wasn't charging even though it was plugged in, and it turned out that the reason was because the charger was plugged in the wrong way :) (the charger should be facing out, away from the laptop)

i don't think its overcharged. Maybe someone fiddled with it and broke the pins in the charger slot. That's what happened to my phone. i put it in the wrong way and it wouldn't charge and once it was out of battery it wouldn't come on anymore. you can probably fix it by going to a phone shop. hope i helped :)
