Yes they can.
if a judgment has been entered against you in court by the collector they can freeze your bank account. If your CS is direct deposited it will NOT STOP THE FREEZE/SEIZURE. You then have to go to court and file paperwork and show that the money in your account is from child support. CHILD SUPPORT money is exempt from seizure but the bank follows the court order. (Same for SSI,SSDI) If it is in a bank account it can be seized until you file the exemption. Best now to have these monies placed on a sort of credit card that states are now offering in place of direct deposit.
No
No. A creditor that wants to freeze the assets in a bank account must seek and be granted a court order. The order must then be served on the bank.
Directly - No. Through a court order to freeze your assets - Yes
The bank can freeze any account that is held by a customer with the bank. But, this does not happen at the banks wish. Usually a legal order by law enforcement agencies (police or cops) is required to do so. Usually cops and federal authorities freeze bank accounts of terrorists and known malicious elements of the society.
Yes they can.
The State child support agency does this.
I used to work right next to a department that processed court orders and would indeed freeze bank accounts due to back child support. I believe they call it Garnishments.

100%
(Possibly) those funds that belong to a joint owner of the account and not to the child support obligor.
No, it is illegal for a collection agency to garnish or freeze your account for any reason. The only way your account can be garnishes is if you owe taxes or child support. If a collection agency threatens to do this, tell them that you are aware of the Credit Reporting Laws on this matter (there is legal ground for this matter).
Yes, they can. Interstate child support collections laws allow states to work together to collect child support. They can issue a wage garnishment, freeze 401k, freeze bank accounts and pretty much any asset you have in the United States. I know this based on experience. BTW the state of New York will approve. States don't contest proven debt. Its like when the IRS wants their money they will get it, so will the child support collections agency and they have the same resources.
You froze the bank account.
absolutely

No, a bank will not freeze your account without a court order from a judge. They won't freeze an account over an individual statement.
