A pure CO2 fire extinguisher is recharged by pouring in liquid C02. It usually takes a professional refilling company to determine the proper amount and to pour it in safely. Dry ice, crushed to get it into the extinguisher tank, can also be used.

Flammable metals often require special chemicals to extinguish, assuming there are any. So, in fact, you WOULD use a "chemical extinguisher", but probably not an ordinary dry chemical extinguisher.
The gas becomes a liquid inside the extinguisher. When the extinguisher is operated, the liquid changes back to a gas when released.
Depends entirely on what the chemical is.
There are many different types of extinguishers, but many of them contain solid (dry chemical), liquid (water or foam), or compressed gas (CO2 or nitrogen).
