Shake vigorously (this is the techique used to mix a bottle of salad dressing, which does normally include both oil and water - water being the main component of vinegar). Doing this does not actually cause the oil and water to combine but breaks the oil up into tiny droplets and disburses them in the water. If you want to actually cause them to mix, you must add something like soap, to destroy the surface tension of the bubbles.

When it comes to cars, oil and water don't mix. Oil has its own reservoir as does water.
The lowest part of the ship on the inside. Water and waste tend to accumulate here from small leaks in equipment and condensation. "Bilge Water" is dirty and a nasty mix of water, oil and other liquids.
The reason why this happens is condensation. When hot and cold mix, they produce moisture. Kind of like a cup at a resterant, after a while it starts forming dew.
The droplet forms on imperfection such as cavities, dent, and crack on the surface
