I'm not sure if it's technically legal or not, but it's kind of immaterial, since it's a REALLY STUPID thing for a credit card company to do. You haven't signed any agreement with them, you didn't ask for the card, they have no way of knowing for sure that it was actually you who got it...
At one time early in the history of credit cards, some companies did this. A small fraction of the recipients thought hard about all the above, concluded "Woohoo, free money!" and proceeded to act upon that conclusion.
