Yes, Death Knights can use their races mounts. They can use all mounts that they have access to. With the new BoA (Bind on Account) mount system, they have access to nearly all that mounts that you know of on each faction.

To get the training you need to ride a basic mount in World of Warcraft, simply go to any riding trainer and they will teach it to you. To use a races mounts however, you need to be exalted with that race, except if you are that race. WOW Death Knights do not have shields but do have good avoidance and powerful anti magic protection that have them being used as the main tanks against magic attack based bosses in raids.
