Yes.
An observation:
Many dogs of the more independent breeds may well hear what you are saying, but choose to ignore it. The result is that they appear to be deaf to words like come, stop, be quiet, or don't eat that dirty Kleenex. If you try "Do you want a treat?" and they don't hear you, suspect hearing problems.
Deaf dogs, just like deaf humans, still have the use of their voice box and therefore will use it. When we speak, or when dogs bark, we 'hear' it internally (a bit like when you are thinking, you 'hear' your own voice in your head).
Dogs prefer higher voices ... in their own community, yips convey excitement, puppies with their high-pitched little whines are "safe" ... while lower-pitched tones (like growls) tell the listening dog to pay attention and be cautious.

the reason your dog isn't barking is because dogs have a smaller voice box than humans do. Some dogs actually are barking you just cant hear it with the human ear. I can hear my dog barking and i am a human

YES, yes we do. you see, most young do not know this, but others hear your voice different then you hear it. don't take this the wrong way. you do hear your voice correctly. look it up on answers.com, but there is an answer that tells about how it happens.
Dogs can hear sounds we can't hear because the human ear can hear from 20-2000 Hertz. Dogs instead can hear higher/lower. It's all because of the hearing and how many hertz we can hear.
