I doubt it. Just keep on eye on your dog and make sure he or she is eating normally and having bowel movements on a regular basis. If you see anything that you think is a problem then take your pet in to see your Veterinarian. I think it is mostly likely the lip balm will pass on through your dog's system but you never know. So at the first hint of a problem, take to see your Vet.
Lip balm is a combination of wax and oil, so unless the lip balm was chocolate flavored, there is no urgent danger to your dog's health; chocolate which humans eat (as opposed to specific "doggie chocolate") is toxic to dogs; the toxin appears in the cocoa mass (the brown bit) rather than the cocoa butter, so a lip balm containing cocoa butter is still non-toxic to dogs.
However if a vast quantity of any (non chocolate flavored) lip balm is eaten by the dog, they may vomit afterwards, but it should not cause any longer term problems.
Might be best to see a vet if the dog has eaten chocolate flavored lip-balm.
If you don't want to go crazy with the makeup yes lip balm is the solution. If your lips are chapped yes lip balm is the answer.

Most lip balm carry 4,8 gram so it is not only the most expensive to buy but you also get less product than most other suppliers.
