Being a figure of the collective human imagination, theoretically dragons could do anything. All it would take would be a human that decided "Dragons can fart flames" for it to become true (providing that the other humans accepted his view). Although if you want to get technical, according to some nerdy dragon books, inside a dragon (be it their stomach or inside some sort of injecting mechanism in their throat or mouth) is a liquid that ignites upon contact with oxygen. So, for a dragon to fart fire, all it would take is for a dragon to expell some of that liquid from their, ah, nether-regions. Voilà! Flammable farts.
Of course, this is just a theory. The "reality" really could be anything.
