If the question is actually supposed to refer to ears working in a vacuum, the answer is no. If ears are placed in any other form of medium that is devoid of oxygen, the answer would be yes. You can hear under water, but you can't hear in space.
The point is, a medium is required for the transmission of sound waves to travel to the ear. That medium doesn't necessarily have to contain oxygen.
