Can eevee evolve into umbreon in Pokemon Conquest?
Yep - Link has to be at 70% and you need to fight a battle in Yaksha for it to evolve.
In PokÃ©mon Conquest, there is no evolution stone or evolution related item that you will need in order to evolve Eevee into Umbreon instead you will need to have at least a 70+% Link level and then you will need to head to the Kingdom that is called "Yaksa" and you will need to find something that you can accomplish there and then your Eevee will evolve to Umbreon.
To get an Umbreon, you have to trade your Eevee to Pokemon Ruby, Sapphire, or Emerald, because there needs to be time if you're going to evolve Eevee into Umbreon. Keep Eevee with you until its happiness is at its highest, then evolve it with a moonstone WHEN IT IS NIGHT ACCORDING TO THE GAME CLOCK.

Eevee can only evolve once into its 8 different evolutions. To get an Umbreon you will need to get another Eevee and get your friendship rating to the highest amount as it can go, and then level it up and night and it will evolve into Umbreon. To increase the friendship rating, just battle with it, walk with it, and basically just do all the normal stuff in a Pokemon game.
In Pokemon Leafgreen and FireRed, to evolve and Eevee into Espeon or Umbreon, you need to trade your Eevee over to a Pokemon Ruby, Sapphire, or Emerald game and get it to max happisness. You also have to train it during the right time of day. To get Espeon, you would have to train during the day and Umbreon during the night.
If Eevee likes you, it will evolve into Umbreon or Espeon. Eevee does not evolve on a specific level. Rather, it evolves when exposed to the right kind of elemental stone (Thunder Stone, Water Stone or Fire Stone), or if it is especially happy with you when you level it up.
