In my experience 80 degrees Fahrenheit is the ideal temperature but they will grow at anything between 70-90 degrees Fahrenheit.
Lettuce is primarily water. As such it freezes at just below the freezing temperature for water, or at about 30 degrees Fahrenheit.
It all depends on what you wish to grow. If you want to grow bacteria that like to live on the skin, such as Staphylococcus aureus, then the best temperature is below normal body temperature or 86 to 95 Degrees Fahrenheit (30 to 35 Degrees Celsius). If you are interested in E.coli, then the temperature would be body temperature 95 to 98.6 Degrees Fahrenheit (35 to 37 Degrees Celsius). These do not grow well above or below these temperatures.

100 degrees what? Celsius or Fahrenheit? If you are talking about Fahrenheit, the answer is no. Not all microorganisms die at 100. In fact, around 140-170 is perfect temperatures for them to grow.
