Yes, because as long as they are still alive and 'kicking', they can pin your with their barbs (Catfish) or you could poke your hand on their dorsal fins (bass, rock bass), and they can bite down if their jaw is free, but with a thumb in their mouths, they can't produce enough force upward to bite you.
(Try it with yourself and push down as hard as you can on your bottom row of teeth, is it easy to bite your fingers?)
