The term "fish" is a vague description. Fish are not just one group. There are many phyla of fish and it is impossible to generalize. It would be akin to lumping humans, non-human mammals, reptiles, birds, amphibians and some fish altogether.

In order for colour vision to have been fixated within a certain evolutionary lineage, there must have been an evolutionary advantage to the species. As such, the ability of a specific fish species to see in colour depends on the species. For example, all of the 17 shark species studied in a study were determined to be completely or effectively colourblind. In contrast, several tropical fish species have colour vision even more developed than humans. There are also fish can also detect UV rays.

Yes. Overdosing parasite medicines can cause fish blindness and some paralysis. The paralysis may resolve in fresh tank water, while the blindness tends to be more resistant to recovery.
