That would rather depend upon the size of the fish and the size of the bottle. In general, fish cannot survive in a closed container that doesn't allow the fish to get oxygen. The surface of the water is where oxygen diffuses in and carbon dioxide diffuses out. All other factors being equal, fewer fish can survive in a tall thin container than a short squat one. If you are willing to provide appropriate lighting, it is possible to balance the fish's oxygen and food needs with oxygen and food provided by green plants.
