Yes, although "administered" isn't quite the right word. "Transmitted" would be a better way to describe such an illness. Food can certainly transmit microbes causing illness, such as E. coli; parasites such as the trichina worm, rare these days but still a possibility; or allergens, which can cause an anaphylactic reaction.

Yes. That is why it is called "foodborne illness". The disease-causing agent does not have to grow on the food to make someone ill. It could just be adulterated with enough of the agent via cross contamination to make the consumer sick.
