Yes, it can be and should be recycled. This will ensure that the oil, antifreeze or gas does not leach into our water systems. Take it to most dumps/recycling centres and they will have a bin dedicated to used engine oil.

Yes. In the UK, for example, most dumps/recycling centres will have a receptacle for your used engine oil. The used oil is taken away and re-processed into new lubricants.

In the US, used engine oil is accepted by many recycling centers, gas stations, repair shops and auto parts stores that sell new oil. In winter, some shops burn the used oil to produce heat in a specially designed furnace.

I imagine the situation is similar in other countries.

Automotive engine oil can be recycled because oil never loses its lubricating ability -- it can be used over and over. The only reason you must change your motor oil is because the protective additives in fresh motor oil wear out and the oil accumulates contaminates that will harm the engine. Recycling removes these contaminates and additives.

What would cause oil to leak out of engine but not out of car?

An oil leak is always going to be out of the engine as the engine contains oil and the car does not. I think you are saying you are loosing oil with no apparent leak. If that is the case the engine is burning oil and that is why you see no leaks.
