No, goats need to be kept in well-fenced paddocks. They are generally friendly and will usually come back to you if they think you have food, but if you were to just let them loose in a large area without fences, they'd probably be gone before long as they can travel quite large distances in a day. Escaped goats quickly turn feral, and can be quite destructive. Good fences (which are regularly checked and repaired, because goats are incredible escape artists!) are a must.
