Yes, they can. I sent him my high school graduation announcement, and a couple of weeks later, I got a letter from the White House congratulating me for my academic achievement. Plus it had his signature, his real signature on it. My mom was so happy and suprised, she now has it framed and put in a glad case lol.

One used to be able to send a graduation announcement to the US President. It is unclear as to weather or not now the same thing still happens as it used to. It used to be that one would send an announcement and the president would send a congratulatory letter back.
President Eisenhower sent US advisers to Vietnam in 1955. President Kennedy sent US Special Forces (Green Beret) to Vietnam in 1961. President Johnson sent US regular forces to Vietnam in 1965.
