not all grass type Pokemon can learn surf so i just caught a zigzagoon evolved it (at level 16) into a linoone and you can teach linoone surf so there you have it i hope this helped

Staryu, i would say. For one thing, it can learn an electric attack, Thunderbolt, which is extremely useful against other Water types, and Flying types. It can also learn Ice Beam, which will quickly defeat Grass types. And, of course, it can learn some strong Water type moves such as Surf and Hydro Pump. It's also a psychic type, so can learn Psychic. So if you teach it a combination of Surf, Thunderbolt, Ice Beam, and Psychic, it's pretty much invincible, since it will be good against Water, Flying, Fire, Ground, Rock, Grass, Dragon, and Fighting type Pokemon. Marill, on the other hand, cannot learn strong moves like Psychic, and it certainly cannot learn Thunderbolt, but i think nearly all the Water types can learn Ice moves, though... Anyway, the choice is yours. I definitely recommend Staryu, since it has much greater potential, and has a good type combo and move adaptibility.
