Yes! because they have a green card so they can study in Univeristy. It is depend on they have money or not because if they don't have money to pay for each term in University so they need to go to college. But for people who don't have a green card, they might need to go back to where they from, and for international student, they need to more (extra) than American student. But if they are international student whose born in here or been here for 4 or 5 years or maybe till High School so they just pay like Americans students, even though they don't have a green card or they do.
