The parents of a minor have a legal right to forbid that minor from "seeing" (in the "dating" or "having sex with" sense) anyone they choose. The minor in question, legally speaking has two recourses: become emancipated, or wait until the age of majority (in most places, that would be 18).
Being emancipated involves becoming self-supporting and moving out, followed by a court procedure. At 17 it's probably not worth the hassle, since it automatically happens in less than a year anyway.
