∙ 9y agoNo. That is against postal regulations. You are not allowed to put anything in or on a mailbox without proper postage. So no fliers, newsletters, interoffice memos, notices about lost pets, etc.

I am 95% sure that because they are private communities, they can prohibit most anything they want. A simple no solicitation or no trespassing sign does just that. hope this helps.
