Your answer may depend on who publishes the newsletter.

Newsletters may fall under the free speech laws in their content, but may also fall under litter laws in their delivery.

Best practices dictate that the newsletter publisher contact the association and ask for a ruling or permission to deliver their material, which may be denied.

If, however, the publisher is an owner in the association and chooses a newsletter as a way to inform other owners about association business, the board may want to resist delivery. Their resistance could be considered unwise, especially if the newsletter aims to expose board mis-conduct.

No. That is against postal regulations. You are not allowed to put anything in or on a mailbox without proper postage. So no fliers, newsletters, interoffice memos, notices about lost pets, etc.

Does a homeowner's association have the right to prohibit from making changes on your property?

Fact: Yes, in many cases. They have the power to enforce the CC&Rs, which are different for each community, but which you have to agree to before buying a property in that community. So, yes... they have the right to prevent you from building a shed or a fence, or painting your house a certain color, etc.Opinion: They are also often corrupt and biased, selectively enforcing the rules against people they don't want in the community.Opinion: The only thing I know of that you can do about it is join the homeowner's association, and try to change things from within.

Is it against the law to park unregistered vehicles on private property?

AnswerMaybe; such issues are determined by the municipality (city, county, town) in which the person lives, not by state law. For instance, in my jurisdiction, it is against city code to have more than one unlicensed vehicle on your private property, and that one must be in the garage, under a car cover, or behind a fence.

Is it legal for a homeowners' association in Minnesota to restrict political signs in yards?

Ask your association to provide the state statute they're using to prohibit your political signs. They may be able to dictate size, placement and the duration of exposure, but denying your right to display signs can be challenged.

Can a condo association not allow you to own an electrical car because they are denying your access to electricity?

The association cannot prohibit your purchase, but may be able to deny you charging privileges. It's sad that the association denies you access to electricity, which you could consider unreasonable. As well, a consideration for charging is one of the items on your check list before you purchase the car. Is there a way you can run electricity that you pay for out to your automobile? Finally, you could start a petition or campaign to encourage the association to establish a charging station or two on your property.
