Just about, but we'd find it tough. Normally, the air that we breathe is 70% Nitrogen, 20% Oxygen, 8% Carbon Dioxide and 2% rare gases such as argon, neon etc.

Living in 10% Oxygen would cut our Oxygen supply by a half- we could just about survive in the short term, but would be weakened, feel dizzy and tired, and have to breathe more rapidly to compensate for the reduction.

In the long term, such a reduction would cause serious damage to our nervous and muscular tissues, including brain tissue and the neural pathways throughout our bodies. Our muscles would become permanently weakened and less able to function, and some brain damage could occur, which would in the long run lead to premature death.

humans can survive but would have a great deal of trouble as our life span would be halved as oxygen is not all we breathe. animals are the same, however bacteria will survive as some do not respire.
