Within the US, a master's degree is one of the prerequisites for applying to a master's degree.
The degree is what you have already stated; a masters degree. A masters degree is a level of education. Under that level (degree) are many specific programs of study. For example in medicine it could be a masters in nursing, or microbiology, or health sciences, etc.
In general, putting aside extenuation circumstances and exceptions, a masters degree is an advanced degree at the graduate level and typically follows the undergraduate bachelors degree. The doctorate is an advanced graduate degree that typically follows a masters and is the highest level of education. In general, putting aside extenuation circumstances and exceptions, a masters degree is an advanced degree at the graduate level and typically follows the undergraduate bachelors degree. The highest is postdoctoral or a Ph.D degree. The second highest is masters degree. Both are called 'graduate' studies. The lowest level is the bachelor's degree or your 'undergraduate degree' in college.

In my opinion no is the answer. A Masters involves a lot of work (I have done NVQs prior to completing my degree and masters).
It really doesn't matter whether someone says masters or master's degree. These people are masters students studying to get a master's degree.
1. A Ph.D with first class at Masters degree or at Bachelors degree. or 2. Masters degree with first class in masters or bachelors level with an assurance to complete Ph.D within 7 years.
Typically, no less than a masters degree with a PhD preferred.
If they are taken at the undergraduate level, no they will not be applied to the masters.
