No. Oil dipsticks are proprietary equipment that vary from engine to engine, car manufacturer to car manufacturer. They are not "universal" items.
Put more oil in it.
On most cars you pour it down the dipstick tube.
It'll be above the full mark on the dipstick.
Drain the engine oil, change the oil filter and put in the required amount of oil, run engine, shut engine off, then make a mark on the dipstick indicating the full line for future reference.
The fluid goes in where the dipstick for the tranny is, pull the dipstick out and put the fluid into the dipstick tube.
i have a 2003 Saturn vue and there is no dipstick for the transmission fluid. its a plug. you have to take you car to a shop and get them to check it... i know it sounds crazy. but they usually have to put it on a lift to get to it.

Fluid is added through the transmission dipstick tube at the front right (when you're facing the car) side of the engine. The dipstick sits low and has a round ball at the top.
For an automatic, the dipstick is only accessible from under the car. So, you have to jack the car up, or put it on a lift, then you should see a green plastic dipstick on the top of the transmission. It's seen from on the right side of the vehicle. What a poor design.
