A conjugal partner refers to a person with whom someone has a committed, romantic relationship that resembles a marriage, even if they are not legally married. This term is often used in immigration contexts to describe a partner in a long-term relationship who may share a domestic life and emotional bond similar to that of spouses. In some legal frameworks, conjugal partners may have rights and responsibilities akin to those of married couples, especially regarding immigration or residency applications.

If the state requires a married partner, than simply having a live-in partner will not be enough to allow conjugal rights. Unless you can prove that the live-in partner has been together long enough to qualify as a common-law marriage partner (typically 5 to 7 years living together before common law kicks in) As the specifics are different from state to state and sometimes county to county, you may be better off asking local law enforcement or prison staff.
