I guess you could....I mean you could turn it on and then strap/tape it to your bicycle handles, but this wouldn't be a good idea. ;)

Easily CygoLite. They've been making rechargeable units since 1991 and they're still made in the USA. NiteRider's been around for a while too and actually have some battery packs that can be charged with a standard USB port (use your computer or whatever you use to charge your cell phone). They're made in China, however.

A bicycle alone only use up space. But a human riding a bicycle will have to use force to get the bicycle to do anything, by pushing on the pedals, pulling on the handlebar ASO.
Sure you could, if there were any in production. But since there aren't, you can't. A bicycle is simply too light for the advantages of a EM brake to outweigh the added complexity.

Use a wire tester and check everything from the light switch to the headlight assembly. If there's no voltage at te headlight switch, then trace it all the way to the battery.
you can rather walk or use you bicycle than using your car. replace your non- energy saving light bulbs with energy saving light bulbs.
take the headlight assembly, and remove the light out of the car (if the bulb is halogen don't touch it use a glove as the oil on your hands will prematurely wear the light, take the light out of the assembly use something like a hair dryer and carefully blow the hot air into the assembly keeping the light socket hole upwards make sure you don't melt the assembly if you use a heat gun once the moisture is out replace the light and assembly
