It is doubtful that the bleeding you had was implantation bleeding since most women ovulate 12-17 days after the first day of your last menses, and implantation is 5-7 days after ovulation. However almost anything is possible.
Do you mean day 28 since the first day of your last period or do you mean day 28 since the day you conceived? If you mean 28 days since your last period, then yes. If you mean since conception, possibly, but implantation/bleeding usually happens within 1-2 weeks after conception.
