Original Poster Response: No.
Updated Response: I found this response unacceptable and too abrupt without references as many suffer from this virus. So not necessarily. It was reported that cats who had FIV, a virus like HIV in humans recovered after 8 weeks of 3x/day of supplementation. Note: this is in Cats, not humans.
one disadvantage of using iodine to stain cells is that iodine will kill living cells.
To kill bacteria.
Iodine ion is not consumed; in the first step the iodine ion is oxidized to iodine, in the second step iodine is reduced to iodine ion.
no hiv virus is very fragil, must have direct contact with mucus membrane, once exposed to air it weakens considerably, the chlorine in water would kill it. If you drink it, no. If you insert it vaginally, maybe. No it cannot transmit HIV. When semen mixes with water the hydrogen bonds weaken because of the pylase in human sperm. This combined with the proteins in the HIV virus neutralize the possibility of transferring HIV through water consumption.
Iodine is not a metal.
Ammonia will kill HIV.

The HIV virus will die immediately it is exposed to the air. So there is no danger from dried blood or dried semen. Cold will not kill HIV. It actually stabilizes it. If stored at extremely low temperatures, HIV can "live" for months.
