No, you can't tell if someone's looked at your profile, picture or have downloaded your picture(s). It would violate the privacy policy.
No you can't. You can see sometimes people publishing posts of "a program which lets you see everyone who watched your profile". Those programs are bogus and are phishing frauds.
You can do a syntax search which looks like this with Google: facebook:first and last name OR just search the name of the person and Facebook page (if they have one) should be in the first 30 results. You must have a Facebook profile to connect with them though.

Only if they comment. If they do comment, it will come up on the bottom right of your screen as a "notification" and it will have something you can click to take you there to read what they said. It they comment, the notification will also tell you when they said it, whcih would be the time they looked.
When you are making an album there is an option that will let you pick who can look at them.. Go to your album and click edit album and open the tab edit info....and its the last option that's privacy and then you can pick who you want to look at your photos..... Hope this is helpful .....
