Light can exist without sound. A fluorescent light is an example of this. But yes, light can exist before sound. Light and sound are created simultaneously by something like lightning. It's just that the light is propagated much faster than the sound. We all know that we see the flash of lightning before we hear the sound it makes, and we can "calculate" the distance to the bolt by simple mathematical means.
