Some say he can and some say he can' t. However, I have found evidence of this, for in the Legend of Zelda Twilight Princess he DOES, though he has no subtitles or camera focus. In one of the cutscenes, he TALKS TO ILIA. It is the cutscene after you herd the goats for the second time and prepare to go to Hyrule. link trotts out on Epona. Ilia sees him and rushes over to him. If you watch Link VERY carefully, his mouth is moving in conversation. Even when he dismounts Epona and run to the Mayor, Bo, he says something, but there are no subtitles. he does talk, but few people notice. I do not know if link says anything in the other Zelda Games. but he FOR SURE DOES TALK in the Twilight Princess.
