No fish truly lives without water, but several have evolved ways of coping with droughts and living in bodies of water that are only seasonal. The anabantid fish can breathe a small amount of air in addition to water, but this is to cope with low oxygen concentrations in the water, not lack of water altogether. The lungfish can breathe air, and buries itself in the mud during drought. And many members of the killifish family produce eggs that can survive months, even years, in dried mud. When the rains come, these eggs hatch and grow rapidly. The fish spawn, the water dries up, and the adult fish die, leaving their eggs to continue the cycle again when the rains come.
Plants remove some of the excess nitrates and carbon di oxide that are created by the fish living, breathing and excreting in the water. The less plants there are the more essential and critical is the water change regime. So the answer is yes they can live without plants but in order for them to do so healthily for any length of time, the water would need to be filtered properly and replaced regularly.

Fish should not live in bowls with the exception of a betta fish that can live in a 2.5 gallon to 5 gallon tank size. Bowls are just too small and are best used to just grow a few small plants inside.
