Cold initially is a vasoconstrictor - that means it shrinks the vascular system making it more resistant to blood flow and that in turn increases the blood pressure. Blood pressure is the resistance exerted against the vascular system.
If the vascular system is shrunk it is less pliable and more resistant to the flowing blood. Also with this shrinking the cold slows down functions like hormone release,oxygen dispersment etc.
