my roommate is constantly flipping all circuit breakers off and on at least 4 times a week. he has been asked repeatedly for month to stop and hasn't. my dishwasher and coffeepot are both dead. did this damage these appliances

No, flipping the breaker just removes the voltage from the plugged in appliances. Ordinary breakers are not meant to be used as switches and will wear over time. This wearing of the breakers usually lowers the trip value and you wind up getting nuances tripping.In large warehouses there are specially designed breakers that can be used as switches but the cost is much higher when purchasing them.
