unfortunatly no. mean look only makes the foe unable to escape from battle.
zubat and its evolutions learn mean look at level 29-33
use mean look for not leting them run away, ghost Pokemon could learn it
Using A Golbat that knows Mean Look or A Gengar that knows Mean look would be your best shot. You can also use a Diglett, Dugtrio, or Trapinch that has arena trap. But you cannot switch them out or they can run away.
Mean Look prevents a pokemon from fleeing in from battle. It's useful when catching Cresselia and Mesprit, if that's what you're after.
Once you beat the Elite 4, look around and you'll run into him in tall grass. He'll run away, so get a master ball or a Pokemon that knows Mean Look so he can't run. Catch a gasty and make it evolve to hunter .Use mean look on them when they come to fight then they cannot run .But if they use roar they can run so use a Pokemon to diable roar then you can fight it and catch it.

all you have to do is go to a place that it likes like jubilife city and go in and out of it until it is in a place that you can get it when you fight it make sure that you use mean look or block that way they cant escape but it wont work if the Pokemon that uses the move has to have more than 82 speed or it wont work because the wild Pokemon will run away before you can do it. there you go the easy way to do it
You do not dig in walls. You run around in wild grass, or caves to look for pokemon. .___.
you have to run around with it lots. also battle with it. those two things make Pokemon happy.
