There is no exemption for military personel (other than they can carry a handgun on base if it is part of their job). Otherwise, military personel must follow the laws of whatever state they are in. To purchase a handgun from a licensed dealer, you must be at least 21, but some states allow people 18 or over to purchase handguns from individuals.
Anyone 18 or older can purchase a firearm in Texas (from a private seller). Only licensed dealers can not sell a handgun or handgun ammo to someone under 21.

That depends. Active duty military are subject to the same rules on purchase of firearms- from a gun show or a dealer's shop- as any other private person- with one exception. An active duty member of the military may be considered to have more than one state of residence, which is important when purchasing a handgun. If you live in Virginia, you may only purchase a handgun in VA. However, if you are permanently assigned to Ft Benning, GA, you MAY purchase handgun from a Georgia dealer or gunshow- OR from an Alabama Dealer or show- since PART of Ft. Benning is in Alabama.

the answer is, "yes, most likely" if the offense was never cleared up.
To legally purchase or own a handgun, you must be 21.
I don't believe so. The states I'm familiar with want some form of state issued ID so that they can determine that you are, in fact, a legal resident of the state.
