Yes, as long as he/she does not exceed the term limits of the office. The term limits for president are two terms or a maximum of ten years (yes even though a term is four years, you can replace a president for two and still be elected for eight of your own years). If someone has already served two full terms as president then he/she cannot run for VP because there is the potential that he/she may exceed ten years.
